Service update

Recent downtime was largely caused by a few users exceeding our Fair Use Policy. To protect platform stability, we're introducing API rate limits: accounts with unusually high query volumes may be temporarily limited for up to 72 hours, and repeated abuse may lead to longer-term restrictions.
